LAND DEVELOPMENT GUIDANCE SYSTEM

 

Summary:

On February 13 and March 22, 2018, the Board of Commissioners conducted Called Meetings/Public Hearings at the Pine Road Fairgrounds to garner input regarding the Coweta County Code of Ordinances as related to the preservation of rural character. 

At the Commission meeting held on August 7, 2018, the Board voted to instruct staff to proceed with the following for consideration by the Board in the future (#2 - #7 from staff recommendations):

  1. Draft an amendment to the Zoning and Development Ordinance to adjust or remove the use of flood plain for purposes of calculating required open space for subdivision developments.
  2. Draft an amendment to the Zoning and Development Ordinance to establish a minor subdivision review for RE 2.5 and 5-acre developments.
  3. Draft an amendment to the Zoning and Development Ordinance regarding the regulations of private easements for subdivision developments.
  4. Draft an amendment to the Zoning and Development Ordinance to establish incentives for the redevelopment of Mill Village Communities.
  5. Consult with legal counsel and planning experts to draft an amendment to the Zoning and Development Ordinance regarding allowable density of subdivision developments based on community infrastructure and services.
  6. Draft an amendment to the Zoning and Development Ordinance requiring that all future zoning decisions by the Board of Commissioners be made at the next Regular Meeting following the required Public Hearing.

On March 26, 2019, the Board voted to set a Called Meeting/Work Session on May 22nd for staff to present their findings for discussion with the Board regarding #5 above.

At the Work Session on May 22, 2019, staff presented a conceptual development tool labeled the Land Development Guidance System (LDGS) to compliment the Comprehensive Land Use Plan and maintain the rural character. The Board voted to instruct staff to proceed with further research regarding the Land Development Guidance System (LDGS) as discussed, to host open house meetings for additional public input, and to present options/recommendations to the Board at future Public Hearings (to be scheduled by the Board at a later date).

NOTE: Should the Board choose to consider amending the Coweta County Zoning and Development Ordinance, Public Hearings will be scheduled and advertised prior to any decision by the Board of Commissioners.
