General Definition of Work

Performs difficult skilled technical work overseeing and implementing the planning, contract monitoring, cost estimating, inspecting and designing phases of community development projects, preparing reports, and related work as apparent or assigned. May be assigned the responsibility of coordinating the efforts of several departments in the development and implementation of state/federal mandates such as comprehensive planning, census, service delivery strategy, development of regional impact and other planning related mandates. Work is performed under the limited supervision of the Director, Development Services.

Essential Functions

Researches and prepares reports associated with proposed economic and land use development petitions or legislation, comprehensive planning and provides formal written and oral presentations with findings and/or recommendations.

Coordinate and prepare annual reports of updates to the Short Term Work Program (STWP) and Capital Improvement Elements (CIE).

Prepares preliminary impact statements for land use applications and researches the land use ordinance and/or development review process.

Develops and maintains forecasting and planning models associated with land use and infrastructure projects and analyzes associated demographic, environmental, and economic data; provides information as needed or requested.

Prepares applications and administers Federal and State grants used to advance plan implementation projects; coordinates procurement of professional consultants/contractors.

Coordinates, researches, maintains and prepares updates and amendments for various written reports related to planning, rezoning and annexation in the County as it relates to comprehensive plan principles, policies, and objectives.

Prepare reports and other types of correspondence; prepares and maintains files and records.

Coordinates the local and neighboring jurisdictions review of regional policy setting documents.

Encourages and promotes a culture of excellent customer service.

Knowledge, Skills and Abilities

Thorough knowledge of land development and zoning activities and their relation to planning; thorough knowledge of zoning and development practices; ability to read and interpret blueprints, site plans and architectural designs; ability to gather and interpret technical and statistical information and prepare technical reports; ability to establish and maintain effective working relationships with County officials, contractors, architects, land developers, associates and the general public.

Education and Experience

Bachelor's degree with coursework in planning, public administration, geography, or related field and considerable experience municipal planning, land development, or equivalent combination of education and experience.

Physical Requirements

This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force; work regularly requires speaking or hearing and using hands to finger, handle or feel, frequently requires sitting and repetitive motions and occasionally requires standing, walking, climbing or balancing, reaching with hands and arms, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, using of measuring devices and operating motor vehicles or equipment; work occasionally requires exposure to outdoor weather conditions; work is generally in a quiet location (e.g. library, private offices).

Special Requirements

Favorable background history as determined by review of local, Federal and State records.

Valid driver’s license in the State of Georgia with a favorable driving history (MVR).
